Latindex Technical Meeting
The session opened with welcoming comments from Dr. Silvia Gonzalez Marin, General Director of Libraries; Dr. Ana Ma. Cetto Kramis, President of Latindex; Dr. Juan Voussas Marquez, Systems Director for the General Services Directorate of Academic Computing and Mr. Jose Octavio Alonso Gamboa, Deputy director of Specialized Information Services. This was followed by introductions of the participants in the meeting.

Roberto Zambrana Flores from Bolivia and Marcela Aguirre from Chile were chosen to moderate the meeting. Beatriz Calleja from Argentina and Miguel Angel Mejia Argueta from Mexico were elected to take minutes.
- Agenda discussion and approval.
The agenda was read through and it was proposed that a point about Latindex's future should be added. Jose Octavio Alonso Gamboa informed that the following members could not attend the meeting: Ricardo Crisafulli Rodríez from Brazil, for health reasons; Michele Bincaz from Toulouse, France due to her husband's health problems; Carlos Suarez from Puerto Rico, due to visa problems; Rocio Jaramillo from Ecuador, who was unable to leave the country; and finally, Isabel Recavarren from Peru and Susana Maggioli from Uruguay because of lack of financial support from their respective countries. Attending for the first time were Marilis Ramos Roque from Cuba, Maria de Rosario Costa from Portugal and Snejanka Penkova from the Dominican Republic.
- Review of the Decisions recorded in the minutes of the XI Meeting in La Paz, Bolivia.
In relation to the Decisions reached in the XI Meeting, the following information was provided:
Decision 1
Ana Maria Flores said that she had to re-examine the Paraguay registers, because if in 2005 they investigated 23 titles, they were not able to upload them because they didn't have the necessary permission. Finally they added three titles because they have not undergone any changes since 2004 and they followed the numbers researched online to that date, as well as not being able to determine whether the collections were still open. On the question of entering titles into the Catalogue, the online collections have not been evaluated because they only keep the latest issue and the previous ones would have to be requested via e-mail. Ana Maria sent a note to the Paraguay Librarians Association asking them for help in establishing contact with an organization that might be interested in hosting a Latindex Collection Centre, but did not receive a reply. Saray Cordoba Gonzalez tried to contact staff at the University of Asuncion, but hasn't had a reply, and hopes to contact them at the next meeting, which will take place in Sao Paulo.
Decision 2
Achieved; Saray Cordoba Gonzalez suggested what to do in the case of an electronic journal whose server is in the United States while part of its editorial council is Costa Rica-based. It was determined that this should be classified as a "hybrid" but as its ISSN (International Standard Serial Number) is from Costa Rica it is their responsibility to enter it. If a similar situation was to arise, but with an ISSN from a country that is not a member of Latindex, Mexico will be in charge of entering the publication.

Decision 4
Antonio Sanchez Pereyra mentioned that the ISSN contracts were renewed and that the paragraph referring to payment was eliminated in said contract. Angela Patricia Bonilla Ramirez said that only one paragraph was deleted, and that another mention of the charge was left in. In spite of this they will be taking appropriate measures in Colombia, Uruguay, Costa Rica and Mexico. Venezuela and Peru decided against signing because of problems with their respective accounting and legal departments. In the case of Cuba, the contract is being analyzed in the country's legal area, and the process is progressing. In Bolivia, the Legal Department objected to the paragraph where the issue of payment is still mentioned. Roberto Zambrana Flores asked for a note from Antonio Sanchez Pereyra, which clarifies that no payment is required. Joséctavio Alonso Gamboa informed that the contract is just a formality and that Mexico is already making use of online access. Snejanka Penkova noted that the Dominican Republic was interested in obtaining this license and hoped that her dean would approve the application. Octavio Castillo Sanchez and Maria de Rosario Costa also expressed an interest. Jose Octavio Alonso Gamboa has offered to deliver the note requested by Roberto Zambrana Flores to the countries that need it.
Ana Maria Flores suggests that an ISSN contract macro should be created for Latin American countries and Jose Octavio Alonso Gamboa requests that each country should liaise directly with the ISSN office in Paris about their access. Ana Maria Cetto said it was a good idea, but that it would depend on whether ISSN international accepts it, because each country has to make its presentation.

Achieved. The profile of the person to be recruited was sent on 27th February 2006. Our server issue has already been resolved.
Decision 6
Marcela Aguirre said that help was needed in order to continue work on the glossary. It was decided to start, using a good practice document produced by Spain. Marcela Aguirre is being asked to produce an initial list. Clara Lopez Guzman, Elea Gimenez, Carmen Urdin Caminos and Snejanka Penkova will be working with her.
Decision 7
On the question of the Latindex mirror site in Brazil, Miguel Angel Mejia Argueta commits himself to resume work on the issue with Ricardo Crisafulli Rodriguez to ensure work continuity. He will also draw up a document for Spain with all the technical specifications and the advantages to the user with the aim of evaluating the possibility of installing a mirror there. In the event that neither Brazil nor Spain is able to install the mirror site, Beatriz Calleja offered to look into the possibility of installing one in Argentina

The translations into English and Portuguese are ready. The latter is very thorough, because even the minutes were translated. It was decided that the translated documents would be published at the end of November. Miguel Angel Mejia Argueta will coordinate the correction process.

Ana Maria Cetto offered to rewrite the letter with updated information from all Latindex members and to circulate it.

On the subject of TWAS Prize (Academy of Sciences for the Developing World) - Latindex, Ana Maria Cetto commented that no Decision had been reached. Saray Cordoba Gonzalez suggested consulting the OEI (Organization of Ibero-American States), Adelaida Roman Romáwill ask at the Spanish office and Beatriz Calleja will contact Ali Mustafa, the OEI representative in Argentina.

Is pending. Antonio Sanchez Pereyra has to be sent the information that he, together with Miguel Angel Mejia Argueta need to review how it can be added to the system.

Is pending. As part of the glossary, the definitions of editorial committee and scientific committee need to be clarified, as well as linguistic similarities between the countries. Saray Cordoba Gonzalez will coordinate the working group made up of Marcela Aguirre, Ana Maria Flores and Elea Gimenez. A survey is proposed so that everyone can contribute their experiences.

Antonio Sanchez Pereyra will receive the database lists that have to be added to the Latindex website together with the one that will be delivered to him by Adelaida Roman Roman

Work started on the Redial journals, and two publications have been submitted.

Spain denied knowledge of this proposal and agrees to try and contact other Latin American oriented digital newspaper archives and other journals (titles and collections, centers, networks) that are not on Redial. Jose Octavio Alonso Gamboa will take on the task of contacting North American journal collections or databases that include Latin American oriented studies.

Octavio Castillo Sanchez made contact with representatives of some countries that are interested in joining Latindex. The ones who expressed the greatest interest were Guatemala and Honduras. A meeting will be held from 3-9 March 2007, which will be attended by 17 library systems directors. Saray Cordoba Gonzalez will be invited to attend as the Latindex representative.

On the issue of normalizing contacts, Clara Ló Guzmáproposes the creation of a database, which would have a screen through which each country can update its information.

Our approach to ICSTI (International Council for Scientific and Technical Information) was not made due to lack of funds. Due to the fact that subscription costs are very high, we will reassess whether this approach is feasible, as well as the Latindex would obtain if it were to join ICSTI.

- Activity report by country.
The reports presented by each country are presented as Annex 1 to these minutes.
- Latindex website
Lizbeth Luna Gonzalez, who is in charge of designing the website, joined the meeting.
Several proposals and requests for modifying the website came up:
1. Keep the I for Inicio (home)
2. Include the product descriptions Directory, Catalogue and Index in one section, while the button for each product should lead directly to the search, but also including a brief descriptive caption and a link with more information.
3. Head each page with a description of where one is.
4. It was suggested that a new button - Organization - should be created, including: System Organization, procedure for joining as a member country, sponsor Organizations, other contributing institutions.
5. Include what a journal needs to do to join Latindex
6. Add the services that Latindex provides, and a special button was suggested for this.
7. That the Editors module should remain as is
8. Before the request to change the word 'alta' [referring to a new record] for 'ingreso' [input of record] it was proposed to leave as is, providing clarification in the glossary.
9. Create a space for editors that contains the joining forms, information about the workshops, how to join and an explanation for the editor pointing out that the fact that they are 'de alta' [a new record] does not mean they have joined automatically.

17. Remove the word "unknown" from the list of countries and delete the records that have it as a country.
Clara Lopez Guzman suggests that once the proposals for redesigning the website have been evaluated by the team responsible for this task, these have to be sent to all the member countries so they can approve them before arriving at the next meeting.
Adelaida Roman Roman asked that the comments she contributed should be taken into account:
1. The records dates are modified when you enter a query, even if they have not been changed.
2. When you select Catalogue the system makes a general search of all journals.
3. Searches by title bring up all, which can be resolved by the exact search.
4. Being able to make more specific searches by subject, refining the search.
To settle the problem of searching journals that are solely electronic, it was proposed to add the option of crossing the search with journals that have a URL to the advanced search with the aim of picking up journals that are only electronic.
Ana Maria Cetto believes that changes have to made to the annual reporting form and standardize the reported information for the electronic resources index with the Directory and Catalogue report.
Adelaida Roman Roman said that there had been no response to the point that referred to the impact of Latindex in each country.
On the subject of Latindex's impact on each country, Ana Maria Flores commented that fulfilling Latindex's parameters was a selection requirement for the journals that will make up the Basic Nucleus of Argentinian Journals. Angela Patricia Bonilla Ramirez said that in Colombia publications are indexed nationally first and then assessed for Latindex.
- Latindex technological innovation: OAI, Metadata
Clara Lopez Guzman showed Latindex's Google ranking:

Previously, Clara Lopez Guzman, who made a presentation about OAI-PMH, a system that enables users to define a mechanism to compile metadata repository records, said that Latindex does not currently envisage journals being OA (Open Access).
Angela Patricia Bonilla Ramirez proposed that each journal should declare whether it is OA. In order to achieve this, Latindex must define what is meant by OA on the basis of the Budapest initiative. Ana Maria Cetto commented that it is a very laborious initiative but that it needed to be exploited. Proposing step-by-step progress, establish stages to reach a point where Latindex becomes a search engine that redefines an electronic index as an access portal. Roberto Zambrana Flores proposes working on an educational project for 3 or 4 years and that a presentation should be made to SIDA (Sweden) to obtain funding. A working group was set up, headed by Roberto Zambrana Flores, with Elea Gimenez and the DGSCA team.
- Projects submitted to the OAS and CYTED
Ana MarIa Cetto mentioned that she had spoken with the CYTED representative in Mexico, but that at this point it was not a good option, because it would involve a lot of work with little potential for success.
With regards to the CyT Department at the OAS and the support Program, a presentation could be made. Marcela Aguirre offered to take part in this project. It was agreed to work on the redefinition of Latindex's vision, objectives and strategies for the next five years and use this as a starting point for making funding applications.
Clara Lopez Guzman proposed a piece of work on Latindex's 10th anniversary.
Adelaida Roman Roman, Marcela Aguirre and Antonio Sanchez Pereyra will work on this proposal.
- Electronic journals and the Latindex Catalogue
Ana Maria Cetto suggested that one of the questions that need to be added to the report is: Are the parameters for evaluating journals being used in your country?
Adelaida Roman Roman mentioned that the Latindex criteria are being included in evaluating national journals in Spain. Carmen Urdin Caminos said that journals mention the fact that they belong to Latindex.
Clara Lopez Guzman said that it would be good to have some indicators for evaluating the Information System, which would help make a decision about the most convenient location for the mirror site.
Ana Maria Flores mentioned that some editors do not understand what a folio is, and that it would therefore be convenient to include en explanatory message. Carmen Urdin Caminos asked whether it was possible to find out how many editors are using the module for editors. Miguel Angel Mejia Argueta replied by saying that it wasn't possible. Snejanka Penkova mentioned that in the Dominican Republic she had been asked whether it was possible to find out whether a journal in the directory was arbitrated. The reply was negative.
With regards to the different types of journals, it was agreed to invite experts to evaluate how to classify scientific, technical and publishing journals, and how they would be included in Latindex. It was also decided to study how many technical journals are included in the Catalogue in each country, and what criteria are not being met, in order to set up a committee to analyze them.
Ana Maria Cetto said that a definition is needed of the objectives these journals pursue. Jose Octavio Alonso Gamboa proposed using each editor's own definitions. Angela Patricia Bonilla Ramirez suggested consulting the documents that Colciencias has produced on this theme.
- Latin American journals in Latindex.
Jose Octavio Alonso Gamboa will take on contacting North American Latin Americanist journals that could join Latindex.
- Information resource exchange between members.
Adelaida Roman said that Latindex should be a Reference Portal. There is a lack of knowledge about what each member institution is doing. An inventory of resources by country belonging to Latindex was proposed, in order to attach documents to the website that could be used by all.
Saray Cordoba Gonzalez supported the idea, mentioning that the weakest could benefit from what the more advanced Institutions were producing.
Adelaida Roman suggested producing a brief questionnaire aimed at making an inventory of resources by country, to help define what information would be useful internally and which could be published externally.
- Links with other organizations and systems: ISSN, INASP, ICSTI, DOAJ, SciELO, RedALyC, etc.
Ana Maria Flores is interested in establishing a policy aimed at the Latin American and Caribbean countries that do not take an active part in the ISSN.
Argentina will translate the ISSN Manual to present it at the 2007 ISSN National Directors Meeting that will take place in Buenos Aires.
Marcela Aguirre added that the ISSN is making major changes aimed at achieving greater integration and exchange with other institutions.
The importance of Latindex representatives participating in the next ISSN meeting and vice-versa was mentioned.
On the issue of whether it is compulsory to include the ISSN, as a basic requirement in Latindex Ana Maria-Cetto suggested conducting a preparatory campaign about this among editors.
It was agreed that if a journal is edited on paper and online but has one single ISSN, two records would be used for entering it.
Regarding INASP (International Network for the Availability of Scientific Publications) and the funding received, Beatriz Calleja will carry out an evaluation of the Virtual Course for Scientific editors that is currently under way, organized by the CAICYT.
Roberto Zambrana Flores mentioned that the face-to-face Course for Editors would be held in Bolivia in early December.
It was proposed that a new presentation be made to INASP applying for funds for the new face-to-face course which will take place in Panama (Octavio Castillo Sanchez will consult his institution's authorities about holding it in his country) a second edition of the Virtual Course, led by the CAICYT and support for holding the XIII Latindex Technical Meeting in 2007.
On the issue of courses taught by the Latindex System, it was requested that their contents could be viewed in advance on the Latindex website.
Beatriz Calleja stressed the importance of training translating into a strong and permanent element within the services that Latindex offers.

- Location for the 2007 meeting
Marcela Aguirre offered Chile as the location for the next meeting. Beatriz Calleja repeated last years offer of Argentina as the location. Taking into account the fact that the ISSN National Directors' Meeting will be held in Buenos Aires in September and this presents an unsurpassable opportunity for both meetings to be held following on from each other, meaning that representatives from both organizations could take part in both meetings. Chile's offer was appreciated and it was agreed that Argentina would host the XIII Latindex Technical Meeting in 2007.
- Decisions and minutes
DECISIONS ISSUED IN 2006
1. Saray Cordoba Gonzalez will try to make contact with the University of Asuncion Paraguay authorities in order to invite them to join Latindex.
2. A Macro Convention proposal will be made for Latindex. Antonio Sanchez Pereyra will consult the ISSN International Centre on whether it would be feasible to use it in 2007 and subsequent updates.
3. Ana Maria Cetto will send thank you letters for the support received from the countries as required, providing that these countries send the recipients' details. This invitation is being issued to all Latindex member countries whether or not they attended the Mexico meeting.
4. Ana Maria Cetto will make a direct approach to Dr. Pisanty from the DGSCA-UNAM for supporting a Latindex scholarship program.
5. The Glossary will be worked on. Marcela Aguirre will send the main list and Clara Lopez Guzman, Snejanka Penkova, Elea Gimenez and Carmen Urdin Caminos will work on it, the latter as coordinator.
6. The Glossary of definitions should clarify what is to be understood by "Editorial Committee" and "Scientific Committee", as well as their equivalents in the different countries. Saray Cordoba Gonzalez (Coordinator), Marcela Aguirre, Ana Maria Flores and Elea Gimenez will work on the Glossary. They will prepare a survey on the practices of the editorial and scientific committees. This will be applied to the journals from each country.
7. Miguel Angel Mejia Argueta will pick up the pending issues with Ricardo Crisafulli Rodriguez, on the Latindex mirror website and its registries before December.
8. Miguel Angel Mejia Argueta will send the technical specifications to Spain so that they can find out whether it is viable to set up a mirror site for Latindex there and so they can assess its relevance.
9. If Brazil and Spain are not able to install mirror-sites, Beatriz Calleja will look into the possibility of installing one in Argentina.
10. The English and Portuguese versions of the documents will be online by the end of November. If these documents need to be changed, Miguel Angel Mejia Argueta will coordinate the correction process with each country's documents.
11. Miguel Angel Mejia Argueta and Antonio Sanchez Pereyra will coordinate the Latindex manuals, with the aim of publishing them before January.
12. Liliana Andrea Sanchez Islas will take on the task of providing information services on the Latindex website, adding at least one news item per week. All countries are invited to contribute by sending news.
13. Ana Maria Cetto proposed working on the definition, visions, objectives and strategies for Latindex for the next 5 years. On Monday 23 October at 14:00 an initial meeting will be held in order to define Latindex's next phase. Juan Voutssas, Ana Maria Cetto, Jose Octavio Alonso Gamboa and Clara Lara Guzman will attend. In this meeting an executive summary will be made for Latindex, for distribution to the authorities with the aim of obtaining funding.
14. As far as the OAS is concerned, Ana Maria Cetto offered to find out information about the call for proposals for the FEMCIDI program.
15. Spain delivered a list of databases that need to appear on the Latindex website to Antonio Sáhez Pereyra. All the countries were invited to contribute by sending any available information. Antonio Sanchez Pereyra will analyze it and will instruct Miguel Angel Mejia Argueta on how to include it in the Latindex website.
16. Marcela Aguirre, Adelaida Roman, Angela Patricia Bonilla Ramíz and Antonio Sanchez Pereyra (the latter as coordinator) will continue working on an explanatory leaflet about the Latindex System for editors, researchers and evaluation committees. To consolidate its development each member will send a brief text with the impacts, success stories and relevant information about Latindex in their country. Ana Maria Cetto will look for prominent people who could provide relevant quotes about Latindex, with the aim of including them in the leaflet, whose content needs to be defined by the first week of December. Tentatively, it will be funded by the DGSCA.
17. With regards to the bibliography, this needs to be a permanent process, where each country's coordinator takes on the task of sending this information to Antonio Sáhez Pereyra, who will pass it on to Miguel Angel Mejia Argueta for him to put on the Latindex site.
18. Adelaida Roman will seek contacts with other Latin American oriented European Digital Archives that are not on Redial.
19. Update Latindex members' e-mail addresses in order to create a mailing list, so that all members can communicate using this medium: Miguel Angel Mejia Argueta will coordinate this task.
20. Octavio Castillo Sanchez informed about the next Editors' Meeting in March 2007; this time countries that are not members of Latindex will be invited to join.
21. Marcela Aguirre mentioned that she would get in touch with Anna Maria Prat on the issue of CYTED.
22. For Latindex statistics to be visible all its users, Miguel Angel Mejia Argueta will make the corresponding link in the system.
23. Add the agreed changes to the Latindex annual report (standardize progress reports in the electronic resources index, notes on Latindex's impact in each country).
24. On the search screen, add an "advanced search" field.
25. Antonio Sanchez Pereyra will run the robot that verifies the links once a year, and will send the corresponding report to all the countries. This will be done at the beginning of each year.
26. An evaluation of all the suggested and presented changes to the Latindex website system will be carried out by the Mexico team. This will be shown on 26th January 2007 and it is hoped that member countries will send suggestions and comments by 5th February.
27. All Latindex members committed themselves to updating the Latindex url, changing from www.latindex.unam.mx to www.latindex.org
28. Miguel Angel Mejia Argueta will take on the task of requesting the redirection from www.latindex.unam.mx to www.latindex.org
29. Latindex will provide a definition of Open Access and will put it in the glossary. In addition, a circular will be sent to editors, requesting that they state whether their publications are Open Access according to the Latindex definition. Each country will be responsible for its journals.
30. Ana Maria Flores, Adelaida Roman Roman and Snejanka Penkova will produce a piece of work about Latindex's ten years. This information will be sent to Miguel Angel Mejia Argueta for him to put on the website.
31. Miguel Angel Mejia Argueta will send (via e-mail) each country the folios of the journals that are in the catalogue and which do not have an ISSN number so that they are aware.
32. In the case of journals that have a printed version and an electronic version, whether or not they have an ISSN, they will be entered using two records. In the case of the online version, the words "En Linea" ("Online") will be added to the title.
33. Carry out an awareness campaign for editors over the next year, about the need to have an ISSN for the printed version and another for the online version of the same journal, warning them that as from January 2008 this specification will be compulsory for being part of the Catalogue.
34. Review the evaluation criteria for electronic journals for next year, to discuss and modify them as required.
35. Among the qualification criteria for electronic journals, "Must appear on the main page of the journal" in parameter 7, will be changed to "Must appear in a visible location".
36. The complete Catalogue should be viewable on the website, including printed and electronic journals, allowing for simultaneous searches of electronic or printed journals as well as just electronic or just printed.
37. On the subject of the virtual course for editors that is currently under way, Beatriz Calleja will take on coordinating the evaluation by course participants, and will take their suggestions into account in order to redesign the next course, which will take place in 2007.
38. A presentation will be made to INASP requesting funds to cover travel costs of those attending the next Latindex meeting, a F2F workshop and a second version of the virtual course.
39. Octavio Castillo Sanchez will oversee the production of the next F2F workshop in his country for editors with a focus on Central America, with the participation of the Dominican Republic.
40. Beatriz Calleja offered to coordinate the production of the virtual course once again with the improvements that emerge from the evaluation mentioned in point 38.
41. It was agreed that the materials for the next courses must be available on the Latindex website.
42. It was agreed that the next meeting would be held in Argentina, taking into account that the ISSN Directors' meeting will also be held there, which will enable us to invite Françse Pellés an ISSN observer at the Latindex meeting as well as other ISSN members, while Latindex members could attend the ISSN Directors' meeting.
43. The Latindex website will link to the site for the book (www.clacso.org.ar/biblioteca), including an image of the cover.
44. A commission will be set up for working on the definition of the characteristics of scientific, technical-professional and publishing journals. This will comprise Marcela Aguirre as the coordinator, Adelaida Roman, Saray Cordoba and the Brazilian representative. Jose Octavio Alonso Gamboa will send Marcela Aguirre information and documentation on the issue of the nature of journals, according to the Mexican experience. Other members are invited to make their contributions.
45. The way in which evaluation forms are access is changing. Eligible users now have to decide which criteria to apply - either electronic or print journals.
